rent reduction?

Our apartment management is planning the new rent payment system. Now all utilities are included in the rent. They say they reduce our rent if we pay hydro separately. Tonight, we had a meeting on this issue. They shows us that some households spend $40.00 electricity per month, while some households spend $200.00. I thought so we had only 2 people, and we were not at home daytime, we might have some profit from this project. However, the reduction amount is only $63 for our unit. I have to pay heat in the winter too. We are moving out in 10 months, and I don't see the big difference between them. I won't sign up now.
